Ann, I would like to feel optimistic about this but when I see ‘Wall Street’ and ‘Repair of Infrastructure’ in the same sentence the Baloney meter goes into over-drive as ‘contractors’
are once again set up to make out like bandits.

Check today’s New York Times editorial on the reduction of pension pay-out to the tune of up to
60% for hundreds of thousands of RETIREES in New York and New Jersey and I think you may
appreciate my cynicism.
