We’ve reached the tipping point due to the convergence of three policy trajectories:

1. the medical marijuana movement

2. the growing recognition of the drug war as a public health problem

3. the economic trajectory: “we all recognize that we’re in a major economic crisis, and so recognition of new value in the economy is critical, as is the appropriate management of our commodities and resources.”
